Legal framework for military vehicle exports

1. What are demilitarised military vehicles?
The vehicles offered by Lys Tout Terrain are demilitarised military vehicles — that is, vehicles decommissioned by the French and NATO armies, stripped of their specific military equipment (weapon systems, military communications gear, etc.) and overhauled for civilian use.
These vehicles are dual-use civilian goods and do not constitute war material within the meaning of French and European law. They are distinct from armoured combat vehicles, weapons and ammunition, which are subject to specific regulation and which we do not sell.
2. Applicable European and French regulation
Union Customs Code (UCC)
The export of all goods from the European Union is subject to the Union Customs Code. For demilitarised ex-military vehicles classified as civilian goods, an export declaration (EX1) is filed in the French customs DELTA system.
Regulation (EU) 2021/821 — Export controls
This regulation governs dual-use goods. Certain military items may be subject to export licensing. Lys Tout Terrain systematically checks the classification of each vehicle and piece of equipment sold.
Common Position 2008/944/CFSP
For vehicles still subject to control in certain destination countries (armed conflict zones, UN embargo), the EU Common Position applies. Lys Tout Terrain strictly observes embargoes in force and does not deliver to countries under international embargo.
3. Destination countries and restrictions
Lys Tout Terrain does not sell to countries under UN, EU or French embargo. Before each international transaction, we check the list of sanctions in force.
⚠️ Embargoed countries
We do not deliver to countries hit by international embargoes (UN, EU) on military material. The list changes regularly — consult the EU and UN sanctions databases for the current situation.
For other countries, the buyer is responsible for obtaining the required import authorisations in their destination country.
4. Documents provided by Lys Tout Terrain
For each export, Lys Tout Terrain systematically provides:
- Commercial invoiceIn French and English, with CIF or FOB value depending on the agreed Incoterm
- Packing listDetails of the contents of the container or shipment
- EX1 export declarationFiled in DELTA, the French customs system
- Certificate of origin EUR1 or Form ACertifying the European origin of the goods to benefit from any tariff advantages
- Certificate of ownership / transit titleProof of ownership of the vehicle
- Bill of Lading (B/L)Issued by the shipping carrier, delivered upon receipt
Documents on request: phytosanitary certificate (vehicle cleaning), military deactivation certificate, sworn translation of documents.
5. Buyer's responsibilities
The buyer is solely responsible for:
- Obtaining the import authorisations required in their country
- Payment of customs duties and local import taxes
- Compliance of the vehicle with local technical standards (where applicable)
- Obtaining local registration if the vehicle is to be driven on public roads
- Compliance with local laws on owning ex-military vehicles
